This is the problem of depth vs expansion, you can create an expansive world, but if just keep expanding it, you're doing it in the cost of its depth, and vice versa, if you just focus on one element, you're making it very strong, but then your world becomes very narrow and one dimensional. Now, worldbuilding is a very broad term, there are many elements and aspects that worldbuilding has, you can't just build an entire world and pay respect to all the aspects of worldbuilding equally, so when building a world, writers choose to pay more attention to certain aspects and neglect or completely ignore the others, out of irrelevance or disinterest.

Martin loves creating characters, and he has created many, and he managed to create a personality for each and every one of his characters, that all play a role in shaping the story. The second thing that is so great about the series and which carries all the plots are the characters. Martin has crafted a complex, intriguing, and coherent plot that basically can be divided into many subplots that serve each other to create something that deserves to be called a history.
We all can agree that what makes the ASOIAF series so great are two things: plot and characters.
